When to use direct on line starting or star-delta starting on an electric motor? Does it depend on the capacity of the motor itself?

It does not really depend on the size, but on the system it’s self. I have started some very large motors DOL. Some regulations/authorities do request motors above a certain size (3 kW or similar) to use star-delta. My understanding is that regulations like this are a bit of a make it easy and safe type of thing; with most of the authorities allowing deviations given sufficient technical justification (no guarantees though).
