Does the meter really fakes? in 3 phase?

We have a house with 3 phase board.
My father is claims that if the usage wont be balanced hence:
L1 = 20A
L2 = 2A
L3 = 15A
usage then we will pay more then if we had 12A 10A 12A across the lines.

So first: is it real?
if so how do I calculate the loss and also then calculate a more balanced usage.

The only problem you face is that you need to use higher cross section cables to deal with the high current in a particular phase. Regarding the utility charges, there will be no problem in the total kWHr.
