Voltage drop on 3 phase motor when loaded

I just set-up a hydraulic press brake in my shop.  It is a 230 volt 3 phase system with a 10HP motor.  I just updated my rotary phase converter to a 40HP system.  More than enough to handle the press.  The problem i'm getting is i have 245 volts coming into the press but when i put a load on it it drops to 195-200 volts.  Which means the press won't build full pressure.  

Does anyone have a idea on what i can do to fix this?
